neoTactics is led by Randy Bias and includes a network of top-tier specialists and consultants, who have participated in successive waves of Internet technology innovation, including the rise of the Internet & ubiquitous broadband, systems & network security, advanced web search, wireless, web services, and web 2.0 / consumer services.
Randy has been deeply involved with IT, Operations, and 24×7 service delivery since 1990. He specializes in highly available, secure, and scalable datacenter and network design. His earliest extreme uptime, high scalability involvement was with InterNex Information Services, a Bay Area ISP pioneer. As the first Sr. Network Engineer he played a key role in developing from a single point-of-presence into a nationwide powerhouse Internet Service Provider (ISP) that eventually became today’s XO Communications backbone.
Since then Randy went on to build two more ISP and datacenter companies and was involved with many different high uptime service delivery environments, both internal enterprise and modern Internet web-delivery platforms. He has been deeply involved with network architecture, systems management, operations process, storage design, security planning, and virtualization efforts in many different environments.

• 2000 — Created world’s first 24×7 vulnerability scanning service (iAsiaWorks)
• 2000 — First Pan-Asian Datacenter company(iAsiaWorks)
• 2003 — First On-demand B2B Web Services exchange (Grand Central Communications)
• 2004 — Natural Language Google Competitor (kozoru)
• 2007 — Internet Operations Automation (CloudScale Networks)
Randy is currently involved in the architecture, design, and implementation of multiple large-scale datacenter environments for 24×7 four ‘9’ Internet-based delivery platforms.
